EVERETT COMPREHENSIVE PLAN
Table 7: 2025 Employment Capacity and Targets Based on Comprehensive Plan
Adopted by Snohomish County in December, 2005
2000 Target Adopted Additional Capacity Using
Employment by Sno. County Capacity Needed Snohomish
(In Target to Meet Target County's Adopted
Reconciliation Comprehensive
Process) Plan
City Limits 81,986 130,340 48,354 48,354
UGA 5,030 6,520 1,490 1,519
Total 87,016 136,860 49,844 49,873
Based on this analysis, Everett's has more than sufficient population and employment capacity
within the City limits to meet the adopted target for the City limits. Everett's 2005 plan does not
meet the County's adopted targets within the UGA, but does provide sufficient capacity within
the entire planning area to meet the combined targets.
2. Consistency with Snohomish County Tomorrow Population and Employment
Allocations.
Counties and cities must ensure, that taken collectively, comprehensive plans and development
regulations provide sufficient capacity of land suitable to accommodate the housing and
employment growth, as adopted in the applicable countywide planning policies and consistent
with the 20-year population forecast from the Office of Financial Management.
Snohomish County Tomorrow developed draft target ranges for population and employment and
invited each jurisdiction to comment. In 2003, Planning Commission and City Council adopted
preliminary targets and relayed that information to Snohomish County Tomorrow. The City
adopted the low end of the range for population and the high end of the range for employment.
Subsequently, Everett reduced the size of the Planning Area, and also reduced the targets.
However Snohomish County Tomorrow adopted a preliminary target that was higher than
Everett proposed for the unincorporated portion of Everett's Planning Area
Snohomish County Countywide Planning Policy UG-2 requires that a target reconciliation
process be completed to address inconsistencies between the targets adopted by the cities and the
County to ensure that overall, sufficient capacity exists to accommodate expected population and
employment growth. In December 2006, Snohomish County completed Step 4 of the target
reconciliation process, by adopting targets that were incorporated into Appendix B of the
Countywide Planning Policies. The targets adopted for Everett's UGA were based on the
County's 2005 Comprehensive Plan for the UGA and are shown in Tables 5 and 7 above.
In March 2007, Everett amended this Comprehensive Plan to incorporate the County's targets for
the unincorporated planning area as shown below:
LAND USE ELEMENT 13
