EVERETT COMPREHENSIVE PLAN <br /> Policy 4.6.3 The City shall promote efforts that help to change the incorrect public perception <br /> that tenants of rental housing are less responsible citizens than homeowners. <br /> G. Multiple Family Housing- Location and Compatibility <br /> Objective 4.7 The City shall encourage new multiple family housing development in locations <br /> that have the least impact to existing single-family neighborhoods, designed to be compatible <br /> with and complementary to surrounding land uses. <br /> Policy 4.7.1 The city shall encourage multiple family development and redevelopment in <br /> downtown, in mixed-use residential-commercial centers, along mixed-use arterial corridors, and <br /> near major employment areas. <br /> Policy 4.7.2 The City shall update design guidelines to ensure that new multiple family <br /> housing enhances and is compatible with surrounding uses, yet respects the needs of consumers <br /> for affordable housing. <br /> H. Subsidized Housing- Low Income and Special Needs Populations <br /> Objective 4.8 The City shall continue to support housing programs that increase the supply of <br /> housing for low-income households and special needs populations. For purposes of developing <br /> housing programs to implement these policies, the City shall use the definitions established by <br /> the Department of Housing and Urban Development for "affordable housing," "very low-income <br /> housing," "low-income housing," "moderate income housing" and "middle-income housing." <br /> For purposes of developing housing programs to implement these policies, housing for special <br /> needs populations shall be defined as: <br /> Affordable housing for persons that require special assistance for supportive care <br /> to subsist or achieve independent living, including but not limited to persons that <br /> are elderly and frail elderly, developmentally disabled, mentally ill, physically <br /> disabled, homeless, people in recovery from chemical dependency, persons living <br /> with HIV/AIDS, survivors of domestic violence, and youth at risk. <br /> Policy 4.8.1 The City shall coordinate with the Everett Housing Authority, Snohomish County <br /> Housing Authority, non-profit housing providers, and other public and private housing interests <br /> to increase the supply of housing for low income and special needs populations within the <br /> Everett Planning Area. <br /> Policy 4.8.2 The City shall continue to make use of available public and private resources to <br /> subsidize housing costs for low income households and special needs populations within the <br /> Everett Planning Area, within the financial capabilities of the city. <br /> Policy 4.8.3 The City shall develop strategies to disperse subsidized rental housing equitably <br /> throughout the Everett Planning Area and to ensure that not more than 20% of the rental housing <br /> within any census tract is government subsidized very low-, low-, or moderate-income housing. <br /> Policy 4.8.4 The City shall coordinate with Snohomish County and the other cities in the <br /> county to modify the methodology for calculating a fair share distribution of low income and <br /> HOUSING ELEMENT 13 <br />
