waste management services and clean-up or mitigation activities. Any permanent City staff proposed for the Solid Waste Management Utility shall be identified in the Personnel Ordinance. Section 3: The annual budget for the Solid Waste Management Utility shall be as established in Fund 402. Section 4: Effective July 1, 2007 rates and charges for the Solid Waste Management Utility shall be as follows: CATEGORY CHARGE Single Family Residence $2.50/unit/mo. Multi-Family $2.20/unit/mo. Business $0.50/FTE/mo.* *To a maximum of 10,000 employees or$5,000 per month Section 5: Rates and charges for the Solid Waste Management Utility shall be subject to reduction for low income senior and low income disabled citizens as provided in Ordinance No. 2908-06 or as such may be amended. Section 6: Rates will be subject to review by City Council at such time as outstanding debt has been retired. Section 7: The Mayor is authorized to establish reasonable rules, regulations and procedures in connection with collection of rates and charges for the City of Everett Solid Waste Management Utility. Section 8: Ordinance No. 2753-04 is hereby repealed. Section 9: The enactment of this ordinance shall not affect any case, proceeding, or appeal, or other matter in any court of before the City or in any way modify any rate, charge, obligation, right or liability, civil or criminal, which may be in existence on the effective date of this ordinance or as may exist by virtue of any of the ordinance herein superseded or repealed.
