2. Standards for Homeless Encampments. <br /> a. Prior to or upon filing their application for temporary use permit, the managing <br /> agency and sponsor shall prepare an Encampment Management Responsibility <br /> Plan, which shall be included with their permit application. <br /> b. The encampment shall be located a minimum of 40 feet from the property line <br /> of abutting properties containing residential uses; any tent, canopy or membrane <br /> structure, as defined in Chapter 24 of the International Fire Code, must be located <br /> at least 20 feet away from any building, parked vehicle, internal combustion <br /> engines or other tent, canopy or membrane structure. <br /> c. The encampment shall be located a minimum of 40 feet from the property line <br /> of abutting properties in commercial or industrial zones, unless the Planning <br /> Director determines that there is sufficient vegetation, topographic variation, or <br /> other site conditions that would justify a lesser setback. <br /> d. Sight obscuring fencing is required around the perimeter of the homeless <br /> encampment unless the Planning Director determines that there is sufficient <br /> vegetation, topographic variation, or other site condition such that fencing would <br /> not be needed. <br /> e. Exterior lighting must be directed downward and contained within the <br /> homeless encampment. <br /> f. The maximum number of residents within a homeless encampment is 100. <br /> g. Parking for 5 vehicles shall be provided. <br /> h. A transportation plan is required which shall include provision for transit <br /> services. <br /> i. The homeless encampment shall be located within '/2 mile of transit service. <br /> j. No children under 18 are allowed in the homeless encampment. If a child <br /> under the age of 18 attempts to stay at the homeless encampment, the managing <br /> agency shall immediately contact Child Protective Services. <br /> k. A Code of Conduct is required to be enforced by the managing agency. The <br /> Code shall contain the following as a minimum: <br /> 1) No drugs or alcohol are permitted. <br /> 2)No weapons are permitted. <br /> 3)No violence is permitted. <br /> 4)No open flames are permitted. <br /> 5)No trespassing into private property in the host neighborhood is <br /> permitted. <br /> 6)No loitering in the host neighborhood is permitted. <br /> 7) Disturbing neighbors is not permitted. <br /> 8)No verbal abuse, intimidating remarks, yelling or degrading remarks <br /> against member(s) of the host or host neighborhood are permitted. <br /> 9)No verbal abuse, intimidating remarks, yelling or degrading remarks <br /> between members of the homeless encampment or managing agency <br /> are permitted. <br /> 10)No littering on the encampment site or in the host neighborhood is <br /> permitted; a weekly trash patrol in the host neighborhood shall be <br /> required. <br /> 11) Quiet hours shall be observed daily from 9 p.m. to 7 a.m. <br />
