The need for the Forest Drive project is to improve currently inadequate fire-flows, as noted in the 2007 Water Comprehensive Plan,by increasing the pipe to 8-inch diameter. The Pacific Avenue project extends from Hill Street to the I-5 southbound ramp. The need for this project is to replace this existing 12-inch diameter aging cast iron pipe that has broken three times in the past three years. The segment east of I-5 and south of Pacific Avenue is to meet the needs for the Polygon Development along Eclipse Mill Road. Bids were opened on December 8,2015, with 14 bids received. Allied Construction Associates, Inc. submitted the lowest responsive and responsible bid in the amount of$954,839.80. The highest bid submitted came in at$1,293,129.80. The Engineer's Opinion of Probable Construction Cost is $1,216,000. The budget remaining amount is arrived at by deducting the contracts for geotechnical($11,529), surveying ($16,521), advertising($2,000) and the low bid from the amount budgeted. There are no supplemental bidder requirements associated with this project. RECOMMENDATION (Exact action requested of Council): Award Contract for the construction of the Water Main Replacement"P"Project to Allied Construction Associates, Inc.in the amount of$954,839.80, including Washington State sales tax. 19
