January 20, 2016 <br />ADMINISTRATION UPDATE ON PRIOR BUSINESS <br />Debra Bryant, Administration, had no report. <br />CITY ATTORNEY <br />City Attorney Iles had no comments. <br />CITIZEN COMMENTS <br />Jackie Minchew, Everett, commented on the warmth of the planet and the <br />methane leak in California. He also spoke about the Delta 5 trial. <br />J.T. Dray, Everett, commented on a future of Everett Transit. <br />Shelley Weyer, Everett, spoke about staffing, support, and funding for the <br />Office of Neighborhoods. <br />COUNCIL BRIEFING AGENDA: <br />Adopt Resolution for expenditure of 2016 Human Needs funds in <br />the amount of $423,200.00. <br />Presented by Becky McCrary, Planning <br />Council Member Franklin recused herself from participating in any <br />discussion and decision making involving this item. She stated that she is <br />employed by Cocoon House and there could be a conflict of interest. <br />Council Member Tuohy also recused herself from participating in any <br />discussion and decision making involving this item. She stated that she <br />works for the Arts Council of Snohomish County and there could be a <br />conflict of interest. <br />Council Member Stonecipher that a list of the requests that the City has <br />received from agencies, and the funding level for these requests, be <br />presented to the Council before the vote. <br />im <br />
