B. Port Gardner Neighborhood Improvements 1 . Allocate $7, 000 to purchase playground equipment for Doyle ' s Park . (This project is not eligible for street overlay funds. ) C. Riverside Neighborhood Improvements 1 . Allocate $500 to cover tuition costs for low-income students who attend summer school classes . ( This project is not eligible for street overlay funds . ) 2 . Allocate $7 , 000 to purchase playground equipment for the Garfield Elementary School . ( This project is not eligible for street overlay funds . ) 3. Allocate $15, 000 to replace sidewalks at various locations throughout the Riverside Neighborhood. ( This project is eligible for street overlay funds . ) Section 3 : Should costs be less for the above projects than originally estimated , projects receiving the next highest neighborhood priority shall be included for funding . If project costs exceed the estimates given , the lowest priority project or projects will be dropped for funding. Section 4 : If any of the above projects is started but not completed, completion of the project( s) will be automatically funded with any 1990 Block Grant funds received by the neighborhood where an uncompleted project is located . Section 5 : All of the above projects shall conform to the requirements of the City Ordinance 555-78 , as amended by City Ordinances 655-80 and 793-82 . Determination of the appropriate standards to impose shall be made by the City Engineer. Section 6 : The total estimated cost of the improvements herein authorized is $63 , 300 which will include all costs related to design , construction , contract administration , plan development and associated costs . Section 7 : The City Engineer of the City of Everett under the administration of the Mayor is hereby given the responsibility of providing for the street , sidewalk and drainage improvements as defined herein . Planning will be responsible for the scholarship fund. Section 8 : The Mayor has also approved matching funding on a dollar per dollar basis from the street overlay fund for neighborhood improvements in Northeast Everett and Riverside , provided that CDBG funds are expended for street and sidewalk improvement projects . Section 9: The City Treasurer of the City of Everett under the administration of the Mayor is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $63 ,300. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies , as described elsewhere in this Ordinance , are received .
