B. Port Gardner Neighborhood Improvements <br /> 1 . Allocate $7, 000 to purchase playground equipment <br /> for Doyle ' s Park . (This project is not eligible <br /> for street overlay funds. ) <br /> C. Riverside Neighborhood Improvements <br /> 1 . Allocate $500 to cover tuition costs for <br /> low-income students who attend summer school <br /> classes . ( This project is not eligible for street <br /> overlay funds . ) <br /> 2 . Allocate $7 , 000 to purchase playground equipment <br /> for the Garfield Elementary School . ( This project <br /> is not eligible for street overlay funds . ) <br /> 3. Allocate $15, 000 to replace sidewalks at various <br /> locations throughout the Riverside Neighborhood. <br /> ( This project is eligible for street overlay <br /> funds . ) <br /> Section 3 : Should costs be less for the above projects than <br /> originally estimated , projects receiving the next highest <br /> neighborhood priority shall be included for funding . If <br /> project costs exceed the estimates given , the lowest priority <br /> project or projects will be dropped for funding. <br /> Section 4 : If any of the above projects is started but not <br /> completed, completion of the project( s) will be automatically <br /> funded with any 1990 Block Grant funds received by the <br /> neighborhood where an uncompleted project is located . <br /> Section 5 : All of the above projects shall conform to the <br /> requirements of the City Ordinance 555-78 , as amended by City <br /> Ordinances 655-80 and 793-82 . Determination of the appropriate <br /> standards to impose shall be made by the City Engineer. <br /> Section 6 : The total estimated cost of the improvements herein <br /> authorized is $63 , 300 which will include all costs related to <br /> design , construction , contract administration , plan development <br /> and associated costs . <br /> Section 7 : The City Engineer of the City of Everett under the <br /> administration of the Mayor is hereby given the responsibility <br /> of providing for the street , sidewalk and drainage improvements <br /> as defined herein . Planning will be responsible for the <br /> scholarship fund. <br /> Section 8 : The Mayor has also approved matching funding on a <br /> dollar per dollar basis from the street overlay fund for <br /> neighborhood improvements in Northeast Everett and Riverside , <br /> provided that CDBG funds are expended for street and sidewalk <br /> improvement projects . <br /> Section 9: The City Treasurer of the City of Everett under the <br /> administration of the Mayor is hereby authorized to negotiate a <br /> reasonable rate of interest and issue interest bearing warrants <br /> to satisfy interim construction costs not to exceed $63 ,300. <br /> These interest bearing warrants shall be redeemed by the <br /> Treasurer as soon as reimbursement or long term bond financing <br /> monies , as described elsewhere in this Ordinance , are received . <br />
