November 1, 2017 <br /> Discussion ensued relating to alternative options and how these options <br /> would affect citizens, the cost impact on ratepayers and fiduciary <br /> responsibility as the Board for utility funds, the need to incentivize <br /> affordable housing and options being used by other communities, private <br /> versus non-profit development, and the opportunity costs of not moving <br /> forward.
