EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 8
`'ROJECT TITLE:
An Ordinance to assume the Briefmg COUNCIL BILL#
Everett Transportation Benefit Proposed Action Originating Department Public Works
District Consent Contact Person Richard Tarry
X Action Phone Number 425-257-8922
First Reading FOR AGENDA OF December 16,2015
Second Reading
Third Reading
Public Hearing
Budget Advisory Initialed by:
Department Head
CAA rib
Council President Pv')
Location Preceding Action Attachments Department(s)Approval
Various Resolution announcing a Ordinance Public Works,Legal
Public Hearing
December 9,2015
Amount Budgeted -0-
j Expenditure Required -0- Account Number(s):
Budget Remaining -0-
Additional Required -0-
DETAILED SUMMARY STATEMENT:
The City Council created the Everett Transportation Benefit District("TBD") as a separate entity in June,
2014. Under new state law, however, the City may assume the rights and obligations of the TBD. Under the
new state legislation(2015 -2ESSB 5987) a city that forms a TBD with the same boundaries as the city is
allowed to assume all of its"rights, powers, functions, and obligations,"with the result that the TBD would
cease to exist as a separate entity. After the assumption the City continues the work and functions of the
'IBD as defined in state law and the proposed Ordinance.
The main advantage of this is that it will streamline processes. The work and functions of the TBD as
defined in state law and the Everett Municipal Code would be conducted through regular Council process
and not require separate meetings or boards.
RECOMMENDATION(Exact action requested of Council):Adopt an Ordinance to assume the Everett
Transportation Benefit District.
49
