Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subgrantee will be responsible for administering the Extended Hours program in a manner <br /> satisfactory to the City and consistent with any standards required as a condition of providing these <br /> funds. Such program will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> Sharing Wheels "connects unused bikes with people who need wheels." Why bicycles? Bicycles <br /> provide transportation, healthy recreation, and fun for people of all ages. Our mission is to promote <br /> affordable bicycling and keep old bikes going by providing free shop space, sharing tools and <br /> advice, teaching classes, and offering quality refurbished bikes at low cost. As a nonprofit, the <br /> strategic goal is to increase the number of low-income residents served. For many homeless and <br /> low income people, bicycles are the affordable way to get to work, services, shelter, and transit <br /> connections. Sharing Wheels provides free access to repair space and tools, sells low cost used <br /> bicycles that have been refurbished, donates children's bicycles to Christmas House annually, and <br /> hosts a children's bicycle swap once a year. <br /> Our location near downtown Everett provides good access to low income people in nearby public <br /> housing, motels, and homeless shelters. We are also close to transit and draw customers and <br /> volunteers from greater Everett and Snohomish County. As a community bike shop, Sharing <br /> Wheels provides a safe.place where people can help themselves —using our specialized tools to fix <br /> their own flat tire, for instance. Unlike many community bike shops in the region, Sharing Wheels <br /> does not charge individuals to use our space and tools. Our experienced volunteers offer free <br /> advice and assistance, and we also offer mechanics classes for a small fee. <br /> With project funds, Sharing Wheels will employ one or more Mechanic & Customer Service <br /> Representatives to extend our shop hours. Based on our experience extending the hours in 2016 <br /> and 2017, increasing the availability of the shop to our customers on weekends and opening the shop <br /> for more days during the week significantly increased the impact of Sharing Wheels. Although our <br /> shop is utilized year round, many of our customers return in the spring as the weather improves. <br /> Thus, Sharing Wheels expects to utilize the large majority of the CDBG funds during the spring and <br /> summer of 2018. <br /> General Administration <br /> Administrative support for this project will necessarily require opening and closing the shop. Our <br /> Mechanic & Customer Service Representative needs 30 to 60 minutes a day in addition to the actual <br /> hours the shop is open to the public to complete the administrative necessities. In addition, our all- <br /> volunteer board of directors plays a large role in the administrative support of this project, particularly <br /> with the reporting requirements. <br /> B-1 <br />
