March 2, 2016 <br /> COUNCIL <br /> Council members expressed appreciation to Pat McClain for his service to <br /> the Everett community and wished him well on his retirement. <br /> Council Member Franklin provided a liaison report on her attendance at <br /> the CHART (Chronic-Utilizer Alternative Response Team) and Community <br /> Streets Initiative meetings this week. <br /> Council Member Tuohy provided a brief report on the Public Safety <br /> Subcommittee meeting that was held earlier this evening. She thanked <br /> representatives from the police and fire departments for attending. <br /> President Murphy announced that due to a conflict, he would be leaving <br /> the Council meeting early and that Vice President Tuohy would preside <br /> over the remainder of the meeting. <br /> ADMINISTRATION UPDATE ON PRIOR BUSINESS <br /> Debra Bryant, Administration, had no report. <br /> CITY ATTORNEY <br /> City Attorney Iles had no comments. <br /> CITIZEN COMMENTS <br /> Jackie Minchew, Everett, spoke about the operation of bicycles upon <br /> sidewalks in a business district as outlined in EMC Chapter 46.04.010, <br /> and questioned whether the RCW referenced in this Chapter had been <br /> repealed. <br /> City Attorney Iles stated the City's traffic engineering department is looking <br /> into this issue, and a response would be available in the near future. <br /> 74 <br />
