1. The proposed amendments are consistent with the applicable provisions of the Everett <br /> Management Comprehensive Plan; and <br /> 2. The proposed amendments bear a substantial relation to the public health, safety and <br /> welfare of the Everett community; and <br /> 3. The proposed amendments promote the best long-term interests of the Everett <br /> community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.4.020), is <br /> hereby amended by the addition of the following definitions: <br /> (a) "Adaptive reuse" means the process of reusing a building for a purpose or use other <br /> than for which it was built or designed. <br /> (b) "Business incubator" means an organization designed to facilitate the growth and <br /> success of entrepreneurial companies through a variety of business support <br /> resources and services that could include physical space, capital, coaching, common <br /> services, and networking connections. <br /> (c) "Redevelopment" means the process to rebuild, restore or develop an area or <br /> property that has previously been developed for a specific use or purpose. <br /> (d) "Religious facility" means a place where religious services are conducted as the <br /> principal purpose, such as a church, mosque, synagogue or temple, and includes <br /> accessory uses in the primary or accessory buildings such as religious education, <br /> reading rooms, assembly rooms, and residences for pastoral staff. <br /> Section 2. Section 41 of Ordinance No. 1671-89, as amended (EMC 19.41.150), which reads in <br /> part as follows: <br /> 41.150.E. Notification.Notification for special property use applications shall be provided <br /> according to the required review process, as specified in Title 15, Local Project Review <br /> Procedures. <br /> F. Review Authority Decisions. <br /> 1. Conditions and Restrictions. If the review authority approves a special property use <br /> permit, conditions and restrictions may be applied thereto, which exceed the minimum <br /> standards required by this title, when necessary to assure that the proposed use complies <br /> with all requirements of this title and is compatible with surrounding land uses. <br /> 2. Time Limit on Approval. The effective time period in which the applicant may establish <br /> the use proposed by an approved special property use permit shall be five years from the <br /> date of the written order granting approval of the permit.
