The Mayor and other appropriate City officers are <br /> each hereby authorized and directed to do such things as may be necessary and appropriate in <br /> order to carry out the terms and provisions of, and complete the transactions contemplated by, <br /> this ordinance, including without limitation all actions necessary to apply for prompt approval by <br /> the CERB, of the Everett Riverfront RDA and the use of Local Infrastructure Financing under <br /> Chapter 39.102 RCW. <br /> Section 10. Section Headings or Captions. The section headings or captions of this <br /> ordinance are for convenience of reference only, and shall not be used to resolve any question of <br /> interpretation of this ordinance. <br /> Section 11. Severability. If any one or more of the covenants or agreements provided <br /> in this ordinance to be performed on the part of the City shall be declared by any court of <br /> competent jurisdiction to be contrary to law, then such covenant or covenants, agreement or <br /> agreements, shall be null and void and shall be deemed separable from the remaining covenants <br /> and agreements in this ordinance and shall in no way affect the validity of the other provisions of <br /> this ordinance. <br /> Section 12. Ratification of Prior Acts. All acts taken pursuant to the authority of this <br /> ordinance but prior to its effective date are ratified and confirmed. <br /> Section 9. Authority to Correct Scrivener's Errors.
