RESOLUTION NO. 7193 <br /> A RESOLUTION of the City Council of the City of Everett, disestablishing the <br /> existing Business Improvement Area,pursuant to RCW 35.87A.180, and initiating <br /> and establishing a new Business Improvement Area,pursuant to RCW 35.87A.100. <br /> Whereas, the Business Improvement Area (BIA) has existed and operated in the City of Everett <br /> since 1995 pursuant to Chapter 35.87A RCW; and <br /> Whereas, the downtown area of the City has changed by the addition of new businesses, <br /> residential properties, and condominiums, thus enjoying additional business revenue and visitors <br /> to the downtown area; and <br /> Whereas,businesses and property owners within the BIA have indicated that they value the BIA's <br /> use of special assessment revenues to fund programs and services, such as security, maintenance, <br /> and economic development; and <br /> Whereas,businesses and property owners wish to establish an expanded BIA replacing the current <br /> smaller BIA, using the same special assessment rate, method of calculating assessments, and <br /> services as used in Ordinance No. 3554-17. <br /> Whereas, the proposed boundary increase causes greater than a 10% change in total assessment <br /> revenue, and thus the current BIA must be disestablished, terminated, and dissolved to permit <br /> establishment of the larger BIA replacing it pursuant to Chapter 35.87A RCW; and <br /> Whereas,the City is willing to initiate and declare its intention to establish the proposed expanded <br /> BIA, levy special assessments for three years,authorize a three year budget for the expanded BIA, <br /> and disestablish, terminate, and dissolve the existing smaller BIA, repealing Ordinance 2842-05; <br /> and held a public hearing thereon on today's date; and <br /> Whereas, the City Council, at the public hearing on today's date, heard all protests and support <br /> and received evidence for and against the proposed action; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> Section 1. Pursuant to Chapter 35.87A RCW, it is the intention of the City to establish the <br /> expanded Downtown BIA, within the following described boundaries: <br /> Beginning at the intersection of the centerline of Everett Avenue and the centerline of <br /> Broadway Avenue; thence southerly, along the centerline of Broadway Avenue to <br /> intersect the centerline of Pacific Avenue; thence westerly, along the centerline of Pacific <br /> Page 1 of 4 <br />
