at a point, said point being the intersection of the easterly projection of the north <br /> line of lot 18, block 663, Plat of Everett with the centerline of Broadway Avenue, <br /> thence south along the centerline of Broadway Avenue to intersect the south line of <br /> lot 19,block 687,Plat of Everett as projected easterly to the centerline of Broadway <br /> Avenue, thence west along said projected line and the south line of lot 19, block <br /> 687, Plat of Everett and the westerly projection thereof to intersect the centerline of <br /> the alley lying west of Rockefeller Avenue at a point, said point being the westerly <br /> projection of the north line of lot 28, block 684, Plat of Everett with the centerline <br /> of said alley, thence south along the centerline of the alley west of Rockefeller <br /> Avenue to the intersection of the centerline of Pacific Avenue, thence west along <br /> the centerline of Pacific Avenue to the point of beginning. <br /> Situated in the City of Everett, County of Snohomish, State of Washington. <br /> Section 4. That in order to improve the general appearance of the BIA, to improve the economic <br /> climate and foster economic development within the BIA, the City of Everett shall levy special <br /> assessments upon buildings and other real property (and/or the owners thereof), within the BIA, <br /> deposit the funds collected in a special City fund, and expend them only for the purposes or <br /> activities that benefit the BIA as proposed and outlined in this resolution, and as may be more <br /> specifically defined by ordinance of the Everett City Council to be adopted in accordance with the <br /> procedures of Chapter 35.87A RCW. <br /> Section 5. The City of Everett will levy a special yearly assessment, for the purposes of operation, <br /> security, pedestrian environment maintenance programs, and economic development as follows: <br /> Special assessments will be calculated based on land square footage and assessed value. The BIA <br /> budget shall be funded 75%by land square footage and 25%by assessed value of property. <br /> Section 6. The assessment formula used in establishing the BIA and the yearly budget for BIA <br /> levy expenditures will be subject to annual revision and review in accordance with the procedures <br /> in the manner to be set forth in the City ordinance establishing the BIA and the special assessments <br /> therefor; said ordinance being hereafter referred to as the "BIA ordinance." <br /> Section 7. Property owned by the County, State, and Federal government will be exempt from <br /> assessment, provided that nothing herein will preclude the County, State, or Federal government <br /> from agreeing to make payment for any such assessment. <br /> Section 8. Special assessment revenues will be used for the following types of purpose,programs, <br /> and services, as specified in Section 4 of the BIA ordinance: <br /> A. The operation of a security program to provide enhanced security for common areas <br /> and for people, which may include, but is not limited to, dissemination of information <br /> relative to security and for the purpose of generating favorable publicity, and to <br /> promote the BIA and the property and businesses therein as a clean, safe, and inviting <br /> area;to the providing of additional security through a combination of public and private <br /> personnel and facilities, and, such other measures or activities as will accomplish the <br /> above-stated objectives, and also assist in changing the perception that the BIA is an <br /> undesirable or unsafe area. <br /> Page 3 of 4 <br />
