Department(s)Approval <br /> Resolution Legal,Administration <br /> Amount Budgeted <br /> Expenditure Required <br /> Budget Remaining <br /> Additional Required <br /> DETAILED SUMMARY STATEMENT: <br /> Since 1995,the City's Business Improvement Area(BIA) assessment has provided funds,which are <br /> managed by the Downtown Everett Association(DEA),to maintain the BIA in a manner that benefits the <br /> BIA's entities. The BIA funds are used primarily for cleaning and maintenance of the BIA,including <br /> cleaning sidewalks and alleys,weeding, emptying trash containers and removing graffiti. <br /> The DEA Board of Directors has requested that the City consider expanding the geographic area of the <br /> BIA. Due to the size of the expansion,this would necessitate simultaneously disestablishing the current <br /> smaller BIA by repealing Ordinance No. 2842-05, and replacing that BIA with the new expanded BIA. <br /> The same rate of assessment and methods of calculating the assessment as the current BIA is proposed, <br /> where assessments would be$0.08 per land square foot and$0.14 per$1,000 of assessed value. The public <br /> hearing will provide the Council the opportunity to hear from the public and from BIA members and <br /> decide whether to expand the BIA by replacing the current BIA with the expanded one, approve the <br /> special assessment levy for a period of three years, and approve a three-year budget for the BIA. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt a Resolution setting a public hearing before the City Council on December 13, 2017, at 6:30 p.m. to <br /> receive comments on the City's intent to establish an expanded Business Improvement Area(BIA),provide <br /> for the levy of a special assessment for three years, approve a three year budget, and to disestablish, <br /> terminate, and dissolve the current smaller BIA,repeng Ordinance 2842-05. <br />
