The BIA is a significant factor in maintaining the area . in an attractive manner and encouraging the public to patronize downtown Everett. The Ordinance will expand the geographical area of the BIA by establishing a new,larger BIA to replace the current BIA. The total amount assessed will include a budget of$424,518 per fiscal year,but the assessment rates will fluctuate due to changes in assessed value. In addition,the Ordinance will formally approve the proposed Downtown Everett Association budget for management of the BIA.By resolution, Council is setting a public hearing for December 13,2017,to consider this matter. The schedule for readings of this proposed Ordinance provides for an extra week to allow the public hearing on the budget to be held the same day as the public hearing of this proposed Ordinance. RECOMMENDATION(Exact action requested of Council): Adopt the Ordinance establishing a Downtown Business Improvement Area(BIA);providing for the levy of a special assessment upon real property(and the owners thereof)within the area;the deposit of revenues in a special account and expenditures therefrom;providing for an implementing agreement with a downtown Everett property owners association or similar organizai.on, and repealing Ordinance 2842-05.
