EXHIBIT B <br /> Process for Selecting Governing Board Members and Alternates <br /> Governing Board Members are selected every two (2) years in April as part of the <br /> Agency Assembly, through the process described below;provided,that the first caucuses <br /> shall be held in January 2018, and the Governing Board Member terms for persons <br /> elected at such caucuses shall last from their date of election through the first meeting of <br /> the Governing Board in May 2020. <br /> If not defined in this Exhibit B, capitalized terms have the meaning stated in the <br /> Agreement. <br /> As used in this Exhibit B: <br /> • Population Served means the residential population of all territory Directly <br /> Served by a Principal Police Agency or Fire Agency, according to the most recent <br /> annual report issued by the State Office of Financial Management each year <br /> determining the population of each jurisdiction. <br /> Step 1. Police Agencies are divided into four(4) caucuses <br /> a. Rank each Police Agency by Population Served <br /> from smallest to largest,provided,however,that to avoid double counting, <br /> Population Served shall be based on the population for which the Police <br /> Agency has general policing responsibilities; contracts for special services <br /> (such as bomb squad or SWAT responses only) are not included in the <br /> calculation of Population Served. <br /> b. Snohomish County shall be its own caucus (until and unless it is no longer <br /> the largest Police Agency in terms of Population Served, in which case all <br /> four caucuses shall be determined as per Subsection c below). <br /> c. The remaining Police Agencies shall be divided into three roughly equal <br /> caucuses based on Population Served, starting from the smallest Police <br /> Agency and working up to agencies serving more population. In deciding <br /> where to divide caucuses,the following rules shall apply: <br /> i. No Police Agency shall be divided into two caucuses. <br /> ii. Caucuses with the smallest agencies (the two caucuses with three <br /> Governing Board Member seats,referred to as Small and Medium <br /> Police Agencies on the Police Agencies Table below) shall be sized <br /> by rounding up (exceeding the population target to the extent <br /> necessary to completely include the target population and not divide <br /> any Police Agency between caucuses), and the larger Police Agency <br /> B-1 <br /> 60 <br />
