(6) CB 1711-57 — 2nd Reading — Adopt the Proposed Ordinance approving the appropriations of the 2017 revised City of Everett Budget and amending Ordinance No. 3574-17. (3rd and final reading on 12-13-17). (7) CB 1711-58 — 2nd Reading — Adopt the Proposed Ordinance adopting the budget for the City of Everett for the year 2018 in the amount of $552,600,642. (3rd and final reading on 12-13-17). (8) CB 1711-59 — 1st Reading — Adopt the Proposed Ordinance closing Fund No. 451, a Special Enterprise Fund, entitled "Everett-Tulalip Joint Water Line Fund" as established by Ordinance No. 2917-06. (3rd and final reading on 12-20-17). CONSENT: (9) Adopt Resolution No. authorizing claims against the City of Everett in the amount of $1,459,937.76 for the period of November 18, 2017 through November 22, 2017. (10) Adopt Resolution No. authorizing payroll claims against the City of Everett in the amount of $3,955,918.51 for the period ending November 11, 2017. ACTION ITEMS: (11) Adopt Resolution accepting the EnvisionEverett 2037 report as a foundation document for future planning. (12) CB 1711-56- 3rd and final Reading — Adopt the Proposed Ordinance establishing the basic salary schedule for employees of the City of Everett for 2018, repealing Ordinance 3527-16. (13) Authorize the Mayor to sign the Professional Services Agreement with Outcomes by Levy, LLC to provide consulting services on legislative matters primarily at the state and regional levels from January 1, 2018 through December 31, 2018 at a cost not to exceed $79,160. (14) Authorize the Mayor to sign the Professional Services Agreement with Signal Group Consulting, LLC (formerly McBee Strategic Consulting, LLC) to provide consulting services on legislative matters primarily at the state and regional levels from January 1, 2018 through December 31, 2018 at a cost not to exceed $120,000. (15) Authorize the Mayor to sign the Intergovernmental Agreement with Washington Military Department for Emergency Management Assistance Compact (EMAC) and Pacific Northwest Emergency Management Arrangement (PNEMA) assistance.
