Other <br /> Anti-Kickback Act, 18 U.S.C. 874; 40 U.S.C. 276b, 276c; 41 U.S.C. 51-54. <br /> Governmental Guidance for New Restrictions on Lobbying; Interim Final Guidance, Federal <br /> Register 1, Vol. 54, No. 243\Wednesday, December 20, 1989. <br /> Hatch Political Activity Act, 5 U.S.C. 1501-8. <br /> Lobbying and Disclosure, 42 USC 3537a and 3545 and 31 USC 1352 (Byrd Anti-Lobbying <br /> Amendment). 31 U.S.C. 1352 provides that Grantees who apply or bid for an award of$100,000 <br /> or more must file the required certification. Each tier certifies to the tier above that it will not and <br /> has not used Federal appropriated funds to pay any person or organization for influencing or <br /> attempting to influence an officer or employee of any agency, a member of Congress, officer or <br /> employee of Congress, or an employee of a member of Congress in connection with obtaining any <br /> Federal contract, grant or other award covered by 31 U.S.C. 1352.
