• <br /> 1 ORDINANCE NO. / 5 5✓�f <br /> 2 <br /> 3 AN ORDINANCE establishing a Human Needs Advisory Committee and <br /> repealing Ordinance No. 1469-88. <br /> 4 <br /> 5 WHEREAS, the City Council allocates funding each year of Council <br /> 6 Contingency monies from the General Fund to be used for human services <br /> programs; and <br /> 7 WHEREAS, there exists in the community a need for monies to supplement <br /> 8 human services programs; <br /> 9 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : PURPOSE. <br /> 10 A Human Needs Advisory Committee shall be formed to make <br /> 11 recommendations to the City Council for the allocation of these funds <br /> 12 annually. <br /> Section 2: HUMAN NEEDS ADVISORY COMMITTEE. <br /> 13 The Human Needs Advisory Committee shall consist of five (5) community <br /> 14 members at large appointed by the Mayor for two-, four- and six-year terms, <br /> 15 with all terms thereafter being six years. <br /> Section 3: COMMITTEE RESPONSIBILITIES. <br /> 16 The responsibilities of the Human Needs Advisory Committee shall be to: <br /> 17 A. Annually prioritize human needs within the community, i .e. , basic <br /> 18 needs, children, homeless, and developmentally disabled, to be <br /> reviewed with the Council . This prioritization will be completed <br /> 19 in the fourth quarter of each year and will guide allocation of <br /> 20 funds for the succeeding budget year and provide an opportunity <br /> 21 for greater impacts of priority needs. <br /> B. Meet annually for the purpose of considering applications for <br /> 22 human needs funds; and, meet as needed to consider possible <br /> 23 emergency allocations. <br /> 24 C. Consider all requests from qualified agencies, prioritizing <br /> requests in the order of emergency or immediate need. <br /> 25 D. Conduct interview sessions with qualified applicants when the <br /> 26 Committee deems it necessary which may include unannounced <br /> 27 on-site visits. <br /> E. Discuss and vote on recommendations for allocation of monies to <br /> 28 requesting agencies, and submit a resolution to Council with <br /> 29 recommendations for funding awards. <br /> 30 F.
