1 ORDINANCE NO. /7,51:52 -(f 2 3 AN ORDINANCE relating to local improvements and 4 repealing Ordinance No . 1347-87; ordering the improvement of 16th Avenue S.E . by the installation 5 of a street, water and sanitary sewer system improvements all in accordance with Resolution No . 6 3090 of the City Council ; establishing Local Improvement District No . 727 and ordering the 7 carrying out of the proposed improvement ; providing that payment for the improvement be made by special 8 assessments upon the property in the District , payable by the mode of "payment by bonds" ; providing 9 for the issuance and sale of local improvement district warrants redeemable in cash or other 10 short-term financing and local improvement district bonds ; and providing in the public interest for the 11 protection from unauthorized disclosure of certain information. 12 WHEREAS, by Ordinance No . 1347-87, passed April 22 , 1987, 13 the City Council ordered the construction of street system and 14 utility system improvements in the vicinity of 16th Avenue S.E. 15 and created Local Improvement District ( "LID" ) No . 727; and 16 WHEREAS, since the formation of LID No . 727, for which 17 design work has been accomplished at a cost of approximately 18 $150, 000 but construction has not yet commenced, the estimated 19 cost of the improvements has increased and the City Council 20 determined to notify property owners within LID No . 727 and hold 21 a new formation hearing for the purpose of considering whether 22 to reform LID No . 727 and proceed with the improvements ; NOW, 23 THEREFORE, 24 WHEREAS, by Resolution No . 3096 adopted November 30 , 1988 , 25 the City Council declared its intention to reorder the
