• 1 that date again duly continued, reconvened and concluded on 2 November 30, 1988 ; and 3 WHEREAS, all written protests received were considered and 4 all property owners who submitted such protests or their 5 representatives appearing at the hearing who wished to be heard 6 were heard, and the City Council, sitting and acting as a Board 7 of Equalization for the purpose of considering the roll and the 8 special benefits to be received by each lot, parcel and tract of 9 land shown upon such roll, including the increase and 10 enhancement of the fair market value of each such parcel of land 11 by reason of the improvement, determined to contribute 12 additional City funds in an amount sufficient to reduce all the 13 assessments on such roll by amounts deemed appropriate 14 considering all the circumstances and thereby reducing the total 15 amount of the roll to $458, 650, being the amount of the original 16 preliminary estimated assessments at the time the District was 17 formed in 1985, and otherwise overruled all such protests; and 18 WHEREAS, having determined to thus reduce the total amount 19 of assessments to be finally levied and confirmed in the 20 District to the total amount of the original preliminary 21 assessments in the District, the City Council is of the opinion 22 that any conditions or qualifications upon the formation of the 23 District with respect to the receipt of grants should be removed 24 from Ordinance No. 1118-85 by amendment thereof; and 25 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: - 3 -
