• <br /> 1 that date again duly continued, reconvened and concluded on <br /> 2 November 30, 1988 ; and <br /> 3 WHEREAS, all written protests received were considered and <br /> 4 all property owners who submitted such protests or their <br /> 5 representatives appearing at the hearing who wished to be heard <br /> 6 were heard, and the City Council, sitting and acting as a Board <br /> 7 of Equalization for the purpose of considering the roll and the <br /> 8 special benefits to be received by each lot, parcel and tract of <br /> 9 land shown upon such roll, including the increase and <br /> 10 enhancement of the fair market value of each such parcel of land <br /> 11 by reason of the improvement, determined to contribute <br /> 12 additional City funds in an amount sufficient to reduce all the <br /> 13 assessments on such roll by amounts deemed appropriate <br /> 14 considering all the circumstances and thereby reducing the total <br /> 15 amount of the roll to $458, 650, being the amount of the original <br /> 16 preliminary estimated assessments at the time the District was <br /> 17 formed in 1985, and otherwise overruled all such protests; and <br /> 18 WHEREAS, having determined to thus reduce the total amount <br /> 19 of assessments to be finally levied and confirmed in the <br /> 20 District to the total amount of the original preliminary <br /> 21 assessments in the District, the City Council is of the opinion <br /> 22 that any conditions or qualifications upon the formation of the <br /> 23 District with respect to the receipt of grants should be removed <br /> 24 from Ordinance No. 1118-85 by amendment thereof; and <br /> 25 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> - 3 - <br />
