softball fields; and (4) acquisition of property for park <br /> development at Silver Lake, all as further described in Section 2 <br /> hereof. <br /> (m) "Projects Fund" means the "1988 Parks and Library <br /> Projects Fund" created by Section 14 hereof. <br /> (n) "Rebate Amount" means the amount determined pur- <br /> suant to Section 9 hereof with respect to the Bonds which is to be <br /> rebated to the United States under the circumstances set forth <br /> therein. <br /> (o) "Treasurer" means the Treasurer of the City, or any <br /> successor to the functions and responsibilities of the Treasurer <br /> of the City. <br /> SECTION 2 . Authorization of Projects and Findings. The City <br /> hereby adopts the following plan of improvements for park, library <br /> and museum facilities of the City, to-wit: <br /> (a) Improvements to Walter E. Hall Soccer Field, <br /> including drainage, site preparation and seeding. <br /> (b) Acquisition of real property adjacent to existing <br /> City library to be used for expansion of library and development <br /> of a civic center. <br /> (c) Improvements to Kasch soccer and softball fields. <br /> (d) Acquisition of real property at Silver Lake to be <br /> utilized for park purposes. <br /> Such improvements shall be collectively designated herein as <br /> the "Projects. " <br /> The cost of all necessary architectural, engineering and <br /> other consulting services, inspection and testing, administrative <br /> and relocation expenses and other costs incurred in connection <br /> with the making of the foregoing capital improvements shall be <br /> deemed a part of the costs of such improvements.
