1 ORDINANCE NO. /500_4/ <br /> 2 AN ORDINANCE regulating competitive bidding, amending Section 1 of <br /> Ordinance No. 966-83 (EMC 3.44.030), and providing for a small <br /> 3 works roster pursuant to RCW 35.22.620(7). <br /> 4 <br /> 5 Section 1: Section 1 of Ordinance No. 966-83 (EMC 3.44.030) which reads as <br /> 6 follows: <br /> 7 <br /> The Mayor and Purchasing Manager for the City shall establish procedures <br /> 8 for cost-effective acquisition of materials, equipment, supplies, <br /> miscellaneous services and public works, considering availability, service, <br /> 9 convenience and cost. Formal competitive bidding shall not be required in <br /> the following instances: <br /> 10 <br /> 11 (a) Purchases of materials, equipment or supplies of less than $10,000. <br /> 12 (b) Public works of less than $10,000. <br /> 13 (c) Purchase made or contracts for public works entered into pursuant <br /> to a resolution by the City Council declaring an emergency to <br /> exist. <br /> 14 <br /> 15 (d) Contracts for personal or professional services involving peculiar <br /> skill or ability where the performance of the contract depends on <br /> the skill and ability of the persons or company rendering the <br /> 16 service; provided that the Mayor shall advertise for proposals from <br /> 17 engineers, architects and other persons whose services are licensed <br /> under Chapters 18.08, 18.43 or 18.96 RCW. <br /> 18 (e) Purchases or contracts where there is only one available source <br /> 19 capable of supplying the subject matter of the contract. <br /> 20 (f) Work performed by City personnel. <br /> 21 be and the same is hereby amended to read as follows: <br /> 22 <br /> 23 The Mayor and Purchasing Manager for the City shall establish procedures <br /> for cost-effective acquisition of materials, equipment, supplies, <br /> 24 miscellaneous services and public works, considering availability, service, <br /> convenience and cost.
