• • 941 ORDINANCE NO. / AN ORDINANCE creating a special construction fund entitled "Everett Community Center" Fund No. 318 authorizing the construction of a community center. WHEREAS the main branch of the Public Library needs to have its site defined within the block so that adequate access for its patrons can be accommodated WHEREAS parking for various uses must be incorporated into the block WHEREAS the City has expressed an interest in providing a Community Center within the CBD area to help preserve its economic life WHEREAS the Thoresen-Peterson report has indicated that a Community Center is a key element in revitalizing the Everett CBD WHEREAS the Historical Museum is in need of a permanent home and that the museum would complement the maximum uses anticipated for the Community Center WHEREAS there is a demonstrated demand for meeting spaces for various community groups that could be provided within the Community Center. WHEREAS there has been a citizens committee appointed for the purpose of determining the final uses to be located in a Community Center and to plan for the Library block and its relationship to the CBD WHEREAS the committee must review the coordination of each of these community needs. WHEREAS it is necessary to hire consultants to assist the committee in its work in determining how the City' s cultural needs could be met in a Community Center. NOW , THEREFORE, be it ordained by the City Council of the City of Everett , that : Section 1 : A special construction fund is hereby established as Fund No. 318 entitled "Everett Community Center" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2 : Authorization is hereby given to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide a museum, meeting rooms, parking and a public plaza,.
