• <br /> ORDINANCE NO. rgf7/ -yy' <br /> AN ORDINANCE establishing the Everett Cultural <br /> Commission and repealing Ordinance Nos . 331-74 ; <br /> 332-74; 405-76 ; 1152-85 and 1273-86. <br /> WHEREAS, a Commission has been created with the responsibility <br /> to initiate, sponsor, organize and promote cultural , historic and <br /> artistic programs and services for the enrichment and enjoyment of <br /> the citizens of Everett ; and <br /> WHEREAS, through this Commission the City of Everett seeks to <br /> build awareness of and participation in all the arts : Performing, <br /> Visual , Historic and Literary, as well as the selection and <br /> maintenance of a public art collection; and <br /> WHEREAS, a commission is needed to provide a diverse <br /> representation of superior quality artistic, historic and cultural <br /> programs and events to serve the citizens of Everett , thus enhancing <br /> the quality of life in the City of Everett; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : PURPOSE. <br /> The City recognizes its responsibility to foster culture and the <br /> arts and its interest in the viable development of its artists and <br /> craftsmen. The City declares it to be a policy of this City that <br /> where possible, appropriations be made for the development of the <br /> culture of the City. <br /> Section 2: DEFINITIONS . <br /> A. "City" means the City of Everett . <br /> B. "Commission" means the Everett Cultural Commission. <br /> C . "Municipal construction project" means any project paid for <br /> wholly or in part by the City to construct or remodel any building, <br /> decorative or commemorative structure, park, street , sidewalk, <br /> parking facility, or any portion thereof. <br /> D. "Total project cost" means the total amount of funds <br /> appropriated for the project. <br /> Section 3 : APPROPRIATIONS FOR MUNICIPAL CONSTRUCTION <br /> PROJECTS. <br /> A. All authorizations and/or appropriations for municipal <br /> construction projects shall include an amount equal to one percent <br /> (l70) of the total project cost except for the following : <br /> 1 . If the law establishing a source of funds for a particular <br /> project excludes works of art or cultural projects as one of the <br /> items for which such funds may be expended, the amount of funds from <br /> that source shall be excluded from the total project cost in making <br /> said calculation; <br /> 0 <br />
