Comprehensive Plan: <br /> Findings: The Southwest Everett Plan designated the property owned <br /> by Sigma Development, Inc. Residential Attached/Detached at 5-8 <br /> dwelling units per acre and transition area along the property <br /> borders. In October 1986 the Everett City Council adopted a revised <br /> Comprehensive Plan for the residential areas of the community. This <br /> document, among other effects, augments the residential portions of <br /> the Southwest Everett Comprehensive Plan. The subject site is <br /> currently designated for Single Family Attached Residential uses at <br /> 1-8 dwelling units per gross acre with a Transition area identified <br /> in the Southwest Everett Plan remaining on the western portion of the <br /> site. <br /> Several conditions make the current Comprehensive Plan Designation <br /> inappropriate for this site. The subject site is adjacent to areas <br /> designated Planned Industrial District on the west, south and <br /> southeast sides. It is adjacent to residential areas only on the <br /> north and northeast sides of the property. In addition, Powder Mill <br /> Gulch substantially buffers the proposed office and industrial park <br /> from any residential development to the east. <br /> Residential development of the site would yield between 375-600 <br /> dwelling units. These units would be isolated by earlier City <br /> Council action from the neighborhoods to the north. Access to this <br /> area if it da., lops for residential uses is to the south, requiring <br /> residents to drive 3 to 4 miles through industrial park uses to reach <br /> retail/commercial services, schools, and public parks. This <br /> isolation and access through a large industrial park, no matter howl <br /> high its quality, will make this residential neighborhood less <br /> desirable than a more appropriately located neighborhood. Expansion <br /> of public services to serve a residential neighborhood in this <br /> location will be costly relative to the number of people served. <br /> -2- <br />
