E . Notwithstanding anything to the contrary in this Section 22 , the consent of the Bond Insurer shall be required for any amendment to this ordinance . Section 23 . Severability. If any one or more of the cove- nants or agreements provided in this ordinance to be performed on the part of the City shall be declared by any court of competent jurisdiction to be contrary to law, then such covenant or cove- nants, agreement or agreements, shall be null and void and shall be deemed separable from the remaining covenants and agreements in this ordinance and shall in no way affect the validity of the other provisions of this ordinance or of any Parity Bonds. Section 24. General Authorization. The Mayor, the Finance Director, Treasurer and the Clerk of the City and each of the other appropriate officers, agents and representatives of the City are each hereby authorized and directed to take such steps, to do such other acts and things, and to execute such letters, certifi- cates, agreements, papers, financing statements, assignments or instruments as in their judgment may be necessary, appropriate or desirable in order to carry out the terms and provisions of, and complete the transactions contemplated by, this ordinance. Section 25 . Prior Acts . All acts taken pursuant to the authority of this ordinance but prior to its effective date are hereby ratified and confirmed. Section 26. Effective Date. This ordinance shall be effec- tive fifteen days after it becomes valid pursuant to Section 3 . 4 of the City Charter. Section 27 . Repealer. Any resolution, ordinance or pro- ceeding of the City, or any part thereof, inconsistent with the -61- KR180 88/01/11
