. . . , . • <br /> . <br /> • � <br /> ORDINANCE NO. pt/S-.7 -kF <br /> AN ORDINANCE CREATING A SPECIAL FUND ENTITLED "Central Business District <br /> Traffic Signal Improvements", Fund 311 to accumulate all the design and <br /> consturction costs for the traffic signal improvements project, including <br /> replacement of traffic signal controllers, construction of a traffic signal <br /> telemetry system, vehicle detectors and other necessary improvements. <br /> WHEREAS, on May 27, 1982, the City of Everett received a Federal Grant to <br /> improve traffic signal operation on Everett Avenue and Rucker Avenue; and <br /> WHEREAS, in 1985, the City of Everett installed a central computer for <br /> operation and supervision of traffic signals within the City; and <br /> WHEREAS, on October 30, 1985, Ordinance 1811-85, entitled "Traffic Engineering <br /> Improvements" was passed which repealed Ordinance 1036-84, and budgeted <br /> preliminary engineering in the following programs: <br /> Fund 368, Program 292, Everett Avenue Signal Coordination and Timing <br /> Design and Controller Specifications, $32000 <br /> Fund 368, Program 355, CBD (Central Business District) Traffic Signal <br /> Interconnect Design, $50,000; and <br /> WHEREAS, it was anticipated that there would be considerable economy in having <br /> the preliminary engineering of these projects performed under a single <br /> contract by a single design engineer, and <br /> WHEREAS, on July 23, 1986, the City of Everett entered an agreement with H. W. <br /> Lochner, Inc. to provide preliminary engineering for the traffic signal <br /> improvements to the Central Business District; and <br /> WHEREAS, it is anticipated at this time that there will be considerable <br /> economy in having the construction phases of these projects performed under a <br /> single construction contract by a single construction contractor and <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THAT: <br /> Section 1: A special construction fund is hereby established as Fund 311 <br /> entitled "Central Business District Signal Improvements" to <br /> accumulate the design and construction costs required to design and <br /> construct the traffic signal improvements, including replacement of <br /> traffic signal controllers, construction of a traffic signal <br /> telemetry system, vehicle detectors and other necessary <br /> improvements. <br /> Section 2: Authorization is hereby given to transfer the preliminary <br /> engineering funds from the existing "Traffic Engineering <br /> Improvements" Fund 368, Programs 292 and 355 to the new Fund 311 <br /> Programs 938 and 939, "Central Business District Traffic Signal <br /> Improvements." <br /> Section 3: Authorization is hereby given to accumulate costs and distribute <br /> payments from Fund 311 for design and construction of the traffic <br /> signal improvements, including replacement of traffic signal <br /> controllers, construction of a traffic signal telemetry system, <br /> vehicle detectors and other necessary improvements. <br /> Section 4: Authorization is hereby granted for the "Public Works Director," <br /> under the direction of the Mayor, to assume full and complete <br /> responsibility for conducting all tasks and doing all things to <br /> accomplish the actions authorized in this ordinance. <br /> ii <br />
