r - <br /> 1 ORDINANCE NO. /-44T0-4,7 <br /> 2 <br /> AN ORDINANCE authorizing the City of Everett to participate in <br /> 3 and encourage recycling in the City of Everett. <br /> 4 <br /> WHEREAS, the City Council of the City of Everett finds that recycling <br /> 5 <br /> is an essential function of solid waste management and should be encouraged, <br /> 6 <br /> emphasized and intensified in the City of Everett; and <br /> 7 <br /> WHEREAS, the Washington State Energy Office, (WSEO) , has offered a <br /> 8 <br /> grant to the City of Everett to cover 50% of the costs to develop a <br /> 9 <br /> four-phase comparative recycling program in two Everett neighborhoods. The <br /> 10 <br /> program will study which recycling activities are best suited to different <br /> 11 <br /> neighborhoods and what type of efforts will increase participation; and <br /> 12 <br /> WHEREAS, in order to perform functions in recycling and to expend funds <br /> 13 <br /> for the recycling study, Council authorization is necessary. <br /> 14 <br /> NOW, THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> 15 <br /> Section 1 : The Mayor is authorized to undertake all activities <br /> 16 <br /> necessary to encourage and intensify recycling in the City of Everett <br /> 17 <br /> including acceptance and performance of WSEO Grant Contact 86-60-10 - <br /> 18 <br /> Everett Comparative Recycling Project. <br /> 19 <br /> 20 Section 2: In compliance with Chapter 70.95 RCW, the Mayor shall <br /> prepare and submit a Solid Waste Comprehensive Plan amendment describing <br /> 21 <br /> Everett' s Recycling program. <br /> 22 <br /> 23 Section 3: The sum of $54,373 is hereby appropriated and budgeted to <br /> 24 said agency of which appropriate reimbursement from WSEO will be requested <br /> in accordance with said grant. <br /> 25 <br /> 26 <br /> WILLIAM E.
