r - 1 ORDINANCE NO. /-44T0-4,7 2 AN ORDINANCE authorizing the City of Everett to participate in 3 and encourage recycling in the City of Everett. 4 WHEREAS, the City Council of the City of Everett finds that recycling 5 is an essential function of solid waste management and should be encouraged, 6 emphasized and intensified in the City of Everett; and 7 WHEREAS, the Washington State Energy Office, (WSEO) , has offered a 8 grant to the City of Everett to cover 50% of the costs to develop a 9 four-phase comparative recycling program in two Everett neighborhoods. The 10 program will study which recycling activities are best suited to different 11 neighborhoods and what type of efforts will increase participation; and 12 WHEREAS, in order to perform functions in recycling and to expend funds 13 for the recycling study, Council authorization is necessary. 14 NOW, THEREFORE THE CITY OF EVERETT DOES ORDAIN: 15 Section 1 : The Mayor is authorized to undertake all activities 16 necessary to encourage and intensify recycling in the City of Everett 17 including acceptance and performance of WSEO Grant Contact 86-60-10 - 18 Everett Comparative Recycling Project. 19 20 Section 2: In compliance with Chapter 70.95 RCW, the Mayor shall prepare and submit a Solid Waste Comprehensive Plan amendment describing 21 Everett' s Recycling program. 22 23 Section 3: The sum of $54,373 is hereby appropriated and budgeted to 24 said agency of which appropriate reimbursement from WSEO will be requested in accordance with said grant. 25 26 WILLIAM E.
