1 Improvements Fund of 1988 along with grants or other revenues and all <br /> 2 expenses associated with the project from initial planning through final <br /> 3 inspection and acceptance. <br /> 4 J . The Administration shall annually prepare a proposed budget for <br /> 5 the Capital Fund which shall include revenue and expense estimates, and any <br /> 6 adjustments to the project costs, start dates, titles, locations or any <br /> other project attribute which may affect the capital planning process. The <br /> 8 Council shall review said budget annually for the purpose of fixing the <br /> 9 appropriations of revenue and expense for each project as well as the <br /> 10 capital immprovement plan in its totality. The Council shall review the <br /> 11 Capital Fund biennially for the purpose of adjusting or modifying the tax <br /> 12 sources or the tax rates, subject to the total collection limitation of <br /> 13 $30,000,000 plus interest charges on bonds or other financing instruments <br /> 14 which may be issued to accomplish the purpose of the Fund. <br /> 15 <br /> 16 <br /> 17 LL AM E.
