" 2 p 2 <br /> AN ORDINANCE providing for the submission to the <br /> qualified electors of the City of Everett, <br /> Washington, at a special election to be held <br /> therein on February 2 , 1988 of a proposition <br /> authorizing the City to issue its unlimited <br /> tax levy general obligation bonds in the <br /> aggregate principal amount of $6, 600, 000 for <br /> the purpose of constructing and equipping <br /> housing and other facilities for senior <br /> citizens; providing for the annual levy and <br /> collection of taxes for such purposes if <br /> approved. <br /> WHEREAS, there exists a severe shortage of safe, sanitary and <br /> affordable housing in the City for low-income elderly persons; and <br /> WHEREAS, the Housing Cooperation Law (Chapter 35 . 83 RCW) <br /> authorizes the City to supply financial assistance to the Everett <br /> Housing Authority; and <br /> WHEREAS, the Everett Housing Authority needs additional <br /> resources to provide such housing through development, <br /> acquisition, construction and rehabilitation of additional <br /> housing; and <br /> WHEREAS, it is necessary to make improvements to the Everett <br /> Senior Center to meet the needs of senior citizens; and <br /> WHEREAS, the public health and welfare and the proper func- <br /> tioning of local government require that the City of Everett, <br /> Washington (the "City" ) , adopt and implement a plan for serving <br /> the needs of its senior citizens and, pursuant to such plan, that <br /> it construct and equip housing and recreation facilities for its <br /> senior citizens; and <br /> WHEREAS, the City has developed a plan calling for the <br /> acquisition, improvement and development of such facilities, in <br /> conjunction with the Everett Housing Authority; and <br />
