of the citizens of the City. Additional housing facilities as <br /> provided for in this Ordinance are required. <br /> E. The existing Senior Center facility of the City and <br /> available parking adjacent thereto is inadequate to serve present <br /> and projected needs. A substantial addition thereto, as provided <br /> for herein, is required to provide needed service to the residents <br /> of the City. <br /> Based upon the foregoing facts and findings, the City Council <br /> further finds that the public interest requires that the City <br /> assist the Everett Housing Authority in providing approximately <br /> ninety or more units of additional housing for low-income elderly <br /> persons by providing funds for the capital costs of new or <br /> rehabilitated housing. Such assistance shall be provided in the <br /> manner and at the time or times deemed most necessary and <br /> advisable by the City Council pursuant to an agreement with the <br /> Everett Housing Authority in such form as is approved by <br /> resolution of the City Council . <br /> The best interests of the inhabitants of the City require the <br /> City to carry out the plans hereinafter provided at the time or <br /> times and in the order and in the manner deemed most necessary and <br /> advisable by the Council . <br /> Section 2 . Senior Citizen Plan. The City hereby adopts the <br /> following plan and improvements for Senior Citizens and hereby <br /> orders the following capital improvements (the "Projects" ) to be <br /> acquired, constructed, installed and equipped, subject to voter <br /> approval as specified herein: <br /> A. Senior Citizen Housing Facility <br /> A new low-income senior citizen housing facility shall be <br /> constructed on a site adjacent to the existing Senior Center of <br /> the City. Such improvements shall consist of a facility <br /> containing approximately 90 apartment units, with lobby, <br /> -3- FWW75 87/11/30 <br />
