December 6, 2017 <br /> Proposal Establishing a Committee to Examine Geographic <br /> Representation of City Council, and Consider Electing Council <br /> Members by Wards or Districts. <br /> Presented by Council Member Roberts <br /> Council Member Roberts summarized the proposed process for <br /> establishing a committee to examine geographic representation and <br /> explore election of council members by districts, which was outlined in a <br /> memorandum sent to council members on November 8, 2017. <br /> Considerable discussion took place regarding the process for forming a <br /> committee, committee role and resources needed, public participation, <br /> bringing forward the work completed by Everett Districts Now and other <br /> groups, and the development of a timeline for getting some type of <br /> initiative on the ballot in 2018. <br /> President Tuohy and Council Member Stonecipher stated they support the <br /> proposal developed by the Everett Districts Now committee and stated <br /> they could not support Council's active involvement in the selection of a <br /> committee to develop an initiative. <br /> Council Member Moore spoke about the need for a balance of <br /> representation on the committee and encouraged Everett District Now to <br /> actively participate.
