December 13, 2017 <br /> CITY ATTORNEY <br /> City Attorney Iles requested an executive session, anticipated to last no <br /> longer than 20 minutes, concerning a legal matter pursuant to RCW <br /> 42.30.110(1)(i)(c) with no announcement to follow. <br /> CITIZEN COMMENTS <br /> Sean Renfro, Everett, spoke about the history of law enforcement in Everett. <br /> Cletus Skrabak, Everett, commented on recent elections and the need for <br /> careful spending of taxpayers' money. <br /> Jackie Minchew, Everett, commented on the process for the interim <br /> appointment to City Council Position 4 and clean renewable energy. <br /> Ed Petersen, Everett, spoke about the recently adopted fee waiver <br /> ordinance for affordable housing. <br /> COUNCIL BRIEFING AGENDA: <br /> Library Update. <br /> Presented by Abigail Cooley, Library; and Rich White, <br /> Library Board <br /> Authorize the Mayor to sign the agreement to fund Everett Station <br /> District Alliance Economic Development Activities at a cost of <br /> $50,000. <br /> Presented by David Hall, Legal; and Ed Petersen, <br /> Chief Strategic Officer, Hopeworks <br /> Considerable discussion ensued regarding the Alliance scope of work, the <br /> role of The Planning Department, involvement of Snohomish County <br /> government, examples of similar partnerships in other jurisdictions, a need <br /> for specific deliverables in the agreement, membership dues and financial <br /> structure, and a funding mechanism for the organization. <br /> 433 <br />
