December 13, 2017 <br /> RESOLUTION — PAYROLL CLAIMS <br /> To adopt Resolution No. 7192 acknowledging the payment of audited <br /> and approved payroll claims against the City of Everett in the amount <br /> of$3,934,946.80 for the period ending November 25, 2017. <br /> Roll was called with all council members voting yes, except Council Member <br /> Moore who was excused. <br /> Motion carried. <br /> PUBLIC HEARING: <br /> President Tuohy opened the public hearing regarding a proposed ordinance <br /> establishing a Downtown Business Improvement Area (BIA); providing for <br /> the levy of a special assessment upon real property (and the owners <br /> thereof) within the area; the deposit of revenues in a special account and <br /> expenditures therefrom; providing for an implementing agreement with a <br /> downtown Everett property owners association or similar organization and <br /> repealing Ordinance 2842-05. <br /> President Tuohy invited public comment. <br /> Rich Webber, Howie Bargreen, Craig Skotdal, Sean Straub, and CJ Ebert, <br /> all of Everett, spoke in support of the proposed ordinance. <br /> Alan Dorway, Everett, spoke in opposition to the proposed ordinance. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Bader, to close the public hearing. <br /> Roll was called with all council members voting yes, except Council Member <br /> Moore who was excused. <br /> Motion carried. <br /> 435 <br />
