City engineering staff designed and negotiated easements with Burlington Northern Santa Fe (BNSF)railroad for the crossing. The project was postponed to avoid work conflict with significant utility projects in the vicinity.Upon re- engaging BNSF, additional requirements for the crossing produced a cost estimate that quintupled the original costs. With no external funds available for construction,the project was abandoned. BNSF later closed the access to the crossing. Federal grant funds require that a project advance to construction within a certain timeframe or any federal funds used for preliminary engineering must be repaid. The final expenses in this ordinance reflect the repayment of$64,815 of preliminary engineering costs by City and Washington State Department of Transportation staff fmanced by federal grant funds. RECOMMENDATION (Exact action requested of Council): Adopt an ordinance closing a special improvement project entitled, "Bond Street Railroad Crossing,"Fund 303, Program 056, as established by Ordinance No. 3034-07.
