. ,
Technical Memorandum—Habitat Assessment for Holly Drive Lift Station Upgrade
December 23, 2015
downstream of the project area. Finally, bull trout are known to be present in the
Sammamish River, but they do not ascend Swamp Creek and do not come within
approximately 10 miles of the project area.
The proposed lift station upgrade project will implement BMPs for the control of
sedimentation and erosion, and the three species of salmonids occurring in the vicinity do
not ascend Swamp Creek beyond Lake Stickney about 2 miles downstream of the project
area. Operation of the improved Holly Drive Lift Station will maintain current levels of
wastewater treatment from the District and City of Everett service areas to protect habitat
in Puget Sound. Any change in water quality and habitat in Swamp Creek will not be
observable or measurable more than 1/2 mile downstream of the proj ect area. Therefore,
the proposed Holly Drive Lift Station Upgrade project will have no effect on Puget
Sound Chinook salmon, Puget Sound steelhead, and Puget Sound bull trout.
Terrestrial Species Evaluation
The U.S. Fish and Wildlife Service Information, Planning, and Consultation Database
(IPaC) Official Species List for the Holly Drive Lift Station Upgrade included the
following terrestrial species:
• Marbled Murrelet
• Streaked Horned Lark
• Yellow-Billed Cuckoo
• Canada Lynx
Further, the Official Species List indicated that there are no designated critical habitats
on, or adjacent to,the project area.
Marbled Murrelet
The marbled murrelet is a small sea bird that nests in old-growth forest areas within
50 miles of marine waters in Washington. Nests tend to be located in old-growth trees
near significant stream corridors, which facilitate daily feeding migrations from the nest
to marine waters. The project area is along a headwater portion of Swamp Creek and the
area surrounding the lift station has been developed as a residential neighborhood for
many years. The WDFW Priority Habitat and Species online database did not identify
any marbled murrelet nesting areas within 2 miles of the proposed project site. It is
unlikely that marbled murrelets utilizing the Sammamish River as a flight corridor from
the Cascade foothills would detour out of their way several miles to the project area, as
there is no suitable nesting or feeding habitat nearby. Therefore, the presence of the

A
