Many of the station's <br /> components are nearing the end of their useful lives and must be replaced in the near <br /> future to ensure continued safe operation of this critical facility. The District is submitting <br /> two copies of the attached Habitat Assessment to comply with requirements of Everett <br /> Municipal Code (EMC) 19.37. <br /> This Habitat Assessment was prepared by Jim Dougherty, Gray& Osborne, Inc. <br /> Environmental Planner/Biologist, and is based on a site visit conducted on December 4, <br /> 2015 (see attached Site Visit Memo in Appendix B). Mr. Dougherty holds a BS in <br /> Environmental Studies with a concentration in Marine Resources from Huxley College at <br /> Western Washington University. He has over 30 years of experience in the <br /> Environmental Consulting Industry and as an Environmental Planner/Hazard Mitigation <br /> Specialist with the Federal Emergency Management Agency preparing NEPA <br /> documentation and Biological Evaluations for infrastructure, hazard mitigation and <br /> habitat enhancement projects in Washington, Oregon, Idaho, California and Alaska.
