The occupancy of the building has at times been unlawful, per <br /> IPMC 108.1.4, based on field observations by the City of Everett on 4/23/14. <br /> On 10/30, a permit application with plans was submitted by an architect, permit BW1410-004, but they are incomplete. <br /> When I spoke to Mr. Haugen about the lack of information on the plans on 12/3/14, Mr. Haugen thought the city was <br /> only requiring a permit for alterations to the exit stairs and fire escape,which were also incomplete. <br /> -------------------------------------------------------------------------------------------- <br /> Work without permits <br /> Over time, the building use has changed from single tenant occupancy in the 1970's to a multi-tenant mixed-use <br /> occupancy, sometimes without permits for the required life safety alterations. <br /> � In 1995,the City sent a letter requesting a permit submittal for a Certificate of Occupancy without receiving a <br /> response from the owner (attached). <br /> � On 3/17/2014, the owner of White Heron Winery, Cameron Fries, was seeking a tasting room with access to the <br /> basement: "The idea with the downstairs area is that we would move the tasting area down there for some live <br /> music, both areas would not be used at the same time. I'll be surprised if the downstairs will hold more than 100 <br /> people." <br /> • On 4/23/2014, City of Everett and the owner did a walk through and observed that the basement has been <br /> occupied and arranged for unpermitted assembly uses in the last several years,to include two stages, based on <br /> a walkthrough with on April 23, 2014. <br /> • On 5/14/2014,the owner of White Heron Winery, Cameron Fries, was still seeking a tasting room on the first <br /> floor with limited access to the basement. <br /> • On 12/3 and 12/4/14, Eric Moran with Control Dynamics Inc. was trying to obtain permits for office and medical <br /> marijuana uses in the basement. <br /> You may also want to check with Steve Ingalsbe regarding the historical parking requirements on the basement floor and <br /> within the site.
