, <br /> Solomon Christian School Traffic Impact Analysis <br /> 1. DEVELOPMENT IDENTIFICATION <br /> Gibson Traffic Consultants, Inc. (GTC) has been retained to provide a traftic impact analysis for <br /> the proposed Solomon Christian School to address the Snohomish County and Washington State <br /> Department of Transportation (WSDOT) traffic impacts. G"['C is a Snohomish County approved <br /> professional traffic engineering consulting firm registeeed and licensed in the State of <br /> Washinbton. Matthew Palmer, responsible for this repo�•t and traffic analysis, is a licensed <br /> professional engineer (Civil) in the State of Washington and member of the Washington State <br /> section of ITE. <br /> The Solomon Christian School is a commercial development that is proposed to consist of two <br /> new portables with 1,152 square feet of office space and 1,152 SF of additional class space. The <br /> site is located 8021 230`h Street SW which is on the north side of the roadway and west of SR- <br /> 99. The development has two existinb accesses to 230t�' Street SW. The development is located <br /> in Snohomish County Transportation Service Area F (TSA F) and the Urban Growth Area <br /> (UGA). A site vicinity map has been included in Figure I. <br /> 2. METHODOLOGY <br /> Trip generation calculations for the Solomon Christian School have been performed according to <br /> the methodology from Snohomish County Department of Public Works (DPW) Rule 4220, <br /> Presubmittal Conferences and Traffic Stu�'ies. Data contained in the Institute of Transportation <br /> En�ineers' (ITE) Trip Generation, 9`�' Edition� (2012) has been used for the proposed/existing <br /> uses, in accordance with DPW Rule 4220. <br /> Developments generating less than 50 peak-hour trips are only required to analyze arterial units <br /> in arrears impacted with 3 directional pealc-hour trips. There are no interlocal agreements <br /> between Snohomish County and local Cities in the site vicinity. The interlocal agreement <br /> between Snohomish County and WSDOT typically requires developments generating less than <br /> 50 peak-hour trips to analyze the eYisting operation of WSDOT intersections impacted with l0 <br /> or more PM peak-hour trips. The interlocal agreement with WSDOT also provides for the <br /> payment of traffic mitigation fees, based on standard rates or impacts to collection projects. <br /> Gibson Traffic Consultants, Inc.
