They are:
1) I made a mistake when I said the initial Hydrology Report was approved —BNSF is required to provide "basic"
treatment for both the on-site and public ROW runoff. The treatment system that has currently been designec
only provides pretreatment. I actually made a note of this deficiency in my initial review of the report, but I
forgot to "paper clip" the page to remind myself of the location of the note and therefore "missed" my note
when I was typing up my comments...
2) The existing report has been rendered obsolete by changes made to ROW improvement plans.
In order for the City to issue any permits for this project, the on-site stormwater treatment system must be redesigned
to provide basic treatment and a revised Hydrology Report must be submitted that supports the final design. In
addition, BNSF must either 1) sign a hold-harmless agreement that is acceptable to the City for the treatment of public
runoff in a private system, or 2) the runoff from the ROW must be treated in accordance with basic treatment standards
prior to entering BNSF property. And at this point, I would highly recommend that the public runoff be connected to the
natural drainage system downstream of BNSF's private treatment and detention system.
Thank you,
Jane
Jane Zimmerman, Sr. Engineer
City of Everett Public Works Department
phone; 425-257-8885 fax: 425-257-8882
e-mail:zimmerman(cD.everettwa.qov
1
