ORDINANCE NO. /? 64; - Jr 7 <br /> AN ORDINANCE creating a special construction <br /> fund entitled "Smith Island Riverfront Park <br /> Phase I" Fund 389, Authorizing the design <br /> and construction of Phase I improvements at <br /> Everett Riverfront Park. <br /> WHEREAS, a need exists to provide riverfront park facilities for the <br /> citizens of Everett; and <br /> WHEREAS, in July of 1986 the City Council authorized the Mayor to apply <br /> with the Interagency Committee for Outdoor Recreation for a development grant; <br /> and <br /> WHEREAS, during the 1987 budget process the Everett City Council allocated <br /> $150,000 general fund contribution as matching funds for this grants; and <br /> WHEREAS, in November of 1986 the grant was awarded to the City of Everett <br /> by the Interagency Committee for Outdoor Recreation; <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established as Fund 389, <br /> entitled "Smith Island Riverfront Park Phase I" to accomplish <br /> the actions authorized in subsequent sections of this ordinance. <br /> Section 2: Authorization is hereby granted to the Director of Parks and <br /> Recreation under the administration of the Mayor to design and <br /> construct the Phase I improvements to Everett Riverfront Park to <br /> include a two lane boat launching facility, parking for 50 cars <br /> and trailers, floating dock facilities, a restroom and storage <br /> building, installation of water, sewer and electrical utilities, <br /> asphalt pathways and miscellaneous lighting and landscaping as <br /> determined by the Director of Parks and Recreation. <br /> Section 3: The total estimated cost of the improvements authorized is <br /> $344,307 which shall include all costs related to design, <br /> construction, contract administration, plan development and <br /> associated costs. <br /> Section 4: A. The sum of $344,307 is hereby appropriated to Fund 389, <br /> Program 918 "Smith Island Riverfront Park Phase I". <br /> B.
