ORDINANCE NO.Z. ,:3.6.2.:12,7 AN ORDINANCE creating a special construction fund entitled "Sewage Treatment Plant Interim Improvements Construction Fund" , Fund No . 358, authorizing the design and construction of sewage treatment facilities I ' to upgrade treatment at the City ' s sewage treatment plant , and repealing Ordinance No . 915-82. WHEREAS, the City Council has recognized the need to improve the sewer system of the City of Everett by undertaking improvements to the City ' s sewage treatment plant ; and WHEREAS, there will be benefits to the health and welfare of all citizens of the City of Everett and adjacent Sewer Districts as a result of upgrading the sewage treatment plant ; and WHEREAS, the City Council on June 18, 1986 passed Ordinance No . 1264-86 which increased the sewer rates within the City to contribute funds toward improvement of the City ' s sewer system; and WHEREAS, the City Council on September 18, 1985 passed Ordinance No . 1171-85 establishing sewer connection charges for new construction in the City to help fund needed sewer system improvements throughout the City; and WHEREAS, the State of Washington Department of Ecology has offered the City a grant for 5O% of the cost of constructing portions of the needed facilities: NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1 : A construction fund is hereby established as Fund no . 358 entitled "Sewage Treatment Plant Interim Improvements Construction Fund" to accomplish the actions authorized in subsequent sections of this ordinance. Section 2: Authorization is hereby granted to the Director of Public Works to construct interim sewage treatment plant improvements and to provide for planning , design, construction, and contract administration necessary to accomplish this task . The City is authorized to acquire all materials, equipment , personal and real property interest therein, easements, franchises, and rights-of-ways necessary to carry out the above-described plans. The above-described sewer facilities shall be connected one to the other and to the existing sanitary sewer system of the City wherever necessary within available funding in order to make a complete operating utility .
