r <br /> • <br /> • <br /> ORDINANCE NO. /rS55 O 7 <br /> An Ordinance establishing the City of Everett <br /> Historical Commission and repealing Ordinance No. 333-74 <br /> WHEREAS, at the present time, there exists within the City of Everett <br /> many homes, buildings, sites, districts, structures and objects which are <br /> representative of the city's development and provide a uniquely accurate <br /> record of life in Everett, from its origin to the present; and <br /> WHEREAS, those homes, buildings, sites, districts, structures and <br /> objects are visible reminders of the community's past and, establishing an <br /> identity which is a valuable first step in planning for the future; and <br /> WHEREAS, those cultural and historic assets are a significant part of <br /> the heritage, education, economic and aesthetic base of the city, and as <br /> such, in the name of civic pride are in need of protection from unnecessary <br /> destruction and/or defacement; and <br /> WHEREAS, the state legislature has declared the designation, <br /> protection, enhancement and perpetuation of those structures, sites, <br /> districts, buildings and objects which reflect outstanding elements of the <br /> state's historic, archaeological, architectural or cultural heritage to be <br /> public policy and in the public interest (RCW 43.51A.010) ; and <br /> WHEREAS, local preservation, (as articulated in the Policies Section <br /> of the Everett Comprehensive Plan, Sections 7 and 9, February 11 , 1986) is <br /> needed to insure present and future generations of Everett residents and <br /> visitors an opportunity to interpret, appreciate and enjoy our historic and <br /> cultural heritage; and <br /> WHEREAS, Chapter 84.26 RCW declares that it is in the public interest <br /> to encourage maintenance, improvement, and preservation of privately owned <br /> historic landmarks, and to achieve this, it provides for a local review <br /> board with duties which include determining which properties are eligible <br /> historic properties and entering into a maintenance agreement with the owner <br /> for the duration of the special valuation; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1. PURPOSE: <br /> The purpose of this ordinance is to promote the public health, safety <br /> and welfare of the citizens of the city in the following areas and not to <br /> create or otherwise establish or designate any particular class or group of <br /> persons who will or should be especially protected or benefited by the terms <br /> of this ordinance: <br />
