All ground floor resident�'al units shall be set back at least ten feet from the right- <br /> of-way, or may be setback five feet if all living units with wzndows have a floor elevation at least <br /> three feet above the sidewalk g�ade to provide for incf�eased privacy. The city may appYove other <br /> design solutions that retain resident privacy while enhancing the pedestrian environment on the <br /> sidewalk. " <br /> Project i,ocation: 931 Rroadway, F,ver�tt, WA 98201 <br /> Project Deseription: The construction of a new 4-story, plus basement level below, student <br /> housing building with 39 units, (132 beds) for Everett Community College <br /> students. <br /> Zoning: BMU-I, Broadway Mixed Use with Institution Overlay. <br /> Project Planner: Teresa Weldon, Associate Planner, 425.257.8731 <br /> CRITERIA FOR GRANTING APPROVAL: The planning director may allow modification of <br /> design standards if the design meets the intent of the chapter and provides a superior design treatment <br /> than could be achieved if those standards were strictly applied. <br /> Criterion No. 1: That the proposed design rneets the intent of the chapter and provides a superior <br /> design treatment than could be achieved if those standaxds were strictly applied. <br /> Findin�s: A setback modification has been requested to reduce the required setback from ten feet to <br /> zero along the west lot line. The building will have a setback of about 35 feet from the public <br /> sidewalk along Broadway. This setback area that is currently used for off-street parking will feature a <br /> pedestrian oriented space with pathways, seating, hardscape and landscaping. The Applicant <br /> requested this modification to allow for a larger open interior courtyard. <br /> JConclusions: The right-of-way area between the building and Broadway will provide an adequate <br /> setback from the street to the building. It is unlikely that the street will ever be widened.
