, <br /> International students typicaily own fewer vehicles than domestic students.' Based on this, a trip <br /> generation estimate consistent with a methodology previously approved by City of Everett staff <br /> and considering the anticipated proportion of international students has been prepared. Both a <br /> February 22, 2015 memorandum for Trinity Lutheran College and December 30, 2015 <br /> memorandum for 1008 Broadway Avenue documented the anticipated student housing trip <br /> generation based on adjustments made to rates for general apartment uses (LU #220) published <br /> in Institute of Transportation Engineers' (ITE's) Trip Generation {9th Edition). These adjustments <br /> reflected lower vehicle ownership rates of college students. <br /> In information provided by City of Everett staff,2 vehicle ownership rates for students (50 percent <br /> of domestic students own a vehicle and 0.15 per international student) were identified. The <br /> methodology used for the two previously approved analyses proportion the ITE apartment rate <br /> (0.62 weekday PM peak hour trips per dwelling unit) based on the vehicle ownership rate. Table 1 <br /> below summarizes this method and the adjusted trip generation rates. Resulting trip generation <br /> estimates considering 75 percent international students for the proposed Lona Vista (100 of the <br /> 134 students/rooms) are summarized in Table 2.
