a. Preparation of Draft Environmental Impact Statement <br /> 1) When an EIS is required, all information <br /> required by the SEPA rules shall be presented <br /> by the applicant in substantially the same <br /> form as for the Draft Environmental Impact <br /> Statement in accordance with procedures of <br /> Subsection d below. <br /> 2) The Responsible Official shall assure that <br /> the EIS is prepared in a responsible manner <br /> and with appropriate methodology. The <br /> Responsible Official shall direct the areas <br /> of research and examination to be undertaken, <br /> as well as the organization of the resulting <br /> document in accordance with Subsection d <br /> below. <br /> 3) The Draft Environmental Impact Statement <br /> shall be prepared, or reviewed and approved, <br /> by the Responsible Official prior to <br /> distribution. If, in the opinion of the <br /> Responsible Official, the information <br /> provided by the applicant for the Draft <br /> Environmental Impact Statement is inadequate, <br /> erroneous, misleading, or otherwise deficient <br /> under the standards of the Ordinance, he may <br /> cause its distribution to be delayed for such <br /> time as may be required to correct said <br /> deficiencies. <br /> 4) Upon acceptance of the information required <br /> under this section for the Draft <br /> Environmental Impact Statement, such <br /> information shall become the property of the <br /> City of Everett and the Responsible Official <br /> shall possess the right to edit, reproduce, <br /> modify and distribute said information. <br /> b. Preparation of Final Environmental Impact Statement <br /> 1) Upon acceptance of the Draft EIS, the <br /> Responsible Official shall cause its <br /> circulation and shall finalize said EIS in <br /> accordance with the procedures required by <br /> this ordinance and the SEPA rules. <br /> c. Consultant Selection for Draft EIS Information <br /> 1) The Responsible Official shall approve the <br /> use of consultants qualified to prepare <br /> environmental impact statements. <br /> 2) Any applicant required to submit data for the <br /> Draft EIS shall be deemed to have fulfilled <br /> the requirements of this Ordinance by <br /> utilizing the services of a consultant who <br /> has been approved by the Responsible <br /> Official, PROVIDED that the Responsible <br /> Official may delay distribution of the draft <br /> EIS, when necessary, to correct any <br /> deficiency in the data submitted, and that <br /> the consultant shall provide such information <br /> as is required under Subsection "a" above. <br /> -15- <br />
