• <br /> b. If no public notice is required for the license or <br /> approval, the City shall give notice of the DNS or DS by <br /> the following methods: <br /> (1) For site specific proposals, notice shall be given <br /> by (a) mailing notice to the SEPA mailing list <br /> established under Subsection V.B.1 . above; and (b) <br /> posting the property in a minimum of two locations <br /> readily observable from adjacent public <br /> right-of-way or adjacent property. All signs <br /> required to be posted shall remain in place until <br /> the final SEPA determination has been made. <br /> (2) For (non-project) proposals which are not site <br /> specific, notice shall be given by: (a) mailing <br /> notice to the SEPA mailing list established under <br /> Subsection V.B.1 . above; and (b) publishing notice <br /> in a newspaper of general circulation in the City <br /> of Everett. <br /> (3) In exceptional circumstances, where it is <br /> determined that methods of notice provided for in <br /> Subsections 1 or 2 of this section would not <br /> provide adequate public notice of a proposed <br /> action, the Responsible Official may require <br /> additional notice or notice by another reasonable <br /> method. Failure to require additional or <br /> alternative notice shall not be a violation of any <br /> notice procedure. <br /> (4) Whenever the City issues a DS under WAC <br /> 197-11-360(3), the City shall state the scoping <br /> procedure for the proposal in the DS as required in <br /> WAC 197-11-408. <br /> 3. Whenever the City issues a Draft EIS under WAC 197-11-455(5) or <br /> a Supplemental EIS under WAC 197-11-620, notice of the <br /> availability of those documents shall be given by: <br /> a. Indicating the availability of the DEIS in any public <br /> notice required for a non-exempt license; and <br /> b. Publishing notice in a newspaper of general circulation <br /> in the City of Everett; and <br /> c. Mailing notice to the SEPA mailing list established under <br /> Subsection V.B.1 . above. <br /> 4. Whenever possible, the City shall integrate the public notice <br /> required under this section with existing notice procedures for <br /> the City's non-exempt permit(s) or approval(s) required for the <br /> proposal. <br /> 5. The City may require an applicant to complete the public notice <br /> requirements for the applicant's proposal at his or her expense. <br /> Section VC: DESIGNATION OF OFFICIAL TO PERFORM CONSULTED AGENCY <br /> RESPONSIBILITIES FOR THE CITY <br /> 1. The Environmental Coordinator, Everett City Hall, 3002 Wetmore, <br /> Everett, Washington 98201, telephone (206) 259-8731, shall be <br /> responsible for preparation of written comments for the City of <br /> Everett in response to a consultation request prior to a <br /> threshold determination, participation in pre-draft <br /> consultation, participation in scoping, and reviewing a Draft <br /> EIS. <br /> -18- <br />
